Between 2000-2025, many sectors in San Antonio came together to create a different way to support people experiencing homelessness, mental illness, and substance use transition from living in public spaces to life in community.
The system-wide approach shifted how social service organizations, government agencies, philanthropy, and the private sector addressed these needs together.
This builds on Dr. Dillard Gonzalez's dissertation research published in 2022. It documents San Antonio's framework that began in 2000 and continues to evolve.

In partnership with the WestEast Social Impact Studio, we engaged with the city government in Biddeford and Saco, ME. The project included documenting the available services for people experiencing homelessness and a series of policy options for city council consideration. The report was presented to the Biddeford City Council in January 2024.

This system analysis documents the organizations actively working to resolve and prevent clouded title issues in San Antonio, identifies the existing community capacity for addressing heirs’ properties, demonstrates the scale and impact of tangled title, and provides recommendations for improved coordination across the community.

The San Antonio Housing Commission hosted their annual retreat in October 2023. Dr. Dillard Gonzalez worked with the City of San Antonio's Neighborhood and Housing Services Department and the Chair of the Housing Commission to design the content of the annual retreat. In addition to facilitating the retreat, there was also a presentation on systems thinking and homelessness.

Ladder Logik worked alongside the local continuum of care (CoC) through consulting with the local HMIS Lead, Haven for Hope. This work included developing these governance documents: governance charter for HMIS, MOU between the board of directors, HMIS Lead, and collaborative applicant, contributing HMIS organizations, as well as local policies and procedures. It was presented at a 2019 conference sponsored by HUD’s Community Planning and Development Department in collaboration with ICF.
